John Hoornbeek is interested in the development and dissemination of knowledge on the creation and implementation of public policy. His work focuses on environmental and public health policy, and it spans issues of local and state concern to issues with international implications. A central theoretical question underlying his research and analytical work is the relationship between institutions of governance and policy outputs, impacts, and outcomes.

Dr. Hoornbeek has also served as a policy practitioner at the federal, state, and local levels of government in the United States. His public service work has included appointments with the Milwaukee County Department of Health and Human Services, the Wisconsin State Legislature, the U.S. Environmental Protection Agency, the U.S. Congress, and the National Environmental Services Center at West Virginia University.

Teaching Interests

Professor Hoornbeek’s teaching interests include a range of topics relevant to his research interests, such as American government and public policy, public administration, federalism and intergovernmental relations, environmental policy, state and local government, legislative influences on public policy, and the politics and policies of the European Union. He enjoys working with students and structuring his teaching approaches to foster collaborative learning.
