Professor Gargan was a member of the Department of Political Science from 1967 until his retirement in 2002. His primary teaching and research interests were in the areas of public administration and state and local politics and administration. In recent years he has developed courses in the politics of war and national security policy and begun related research. He was a recipient of the KSU Alumni Association Distinguished Teaching Award in 1992.
Jack Gargan has authored or co-authored articles appearing in, among others, the following journals: Public Administration Review, Policy Sciences, Public Administration Quarterly, International Journal of Public Administration, The Ombudsman Journal, Municipal Management, Information and Referral. He has edited or co-edited three volumes, including two in the Marcel Dekker public administration series and several chapters in other volumes in that series. He served as the State Government editor for the Encyclopedia of Public Administration and Public Policy. and is a member of the editorial board of the International Journal of Organization Theory and Behavior.
