Any person who feels they have been ticketed in error may file an on-line appeal with Parking Services within seven (7) calendar days of ticket issuance. The appeal must contain the ticket number and any facts or circumstances relevant to the ticket complaint. The fine will remain at the reduced rate until a decision has been made regarding the ticket status.

If you are a visitor to campus, Parking Services will void one ticket per license plate as a courtesy. This courtesy does not apply to violations involving a fire lane or handicap zone. You must either complete the requested information on the back of the ticket or file an appeal on-line.

***Ticket information may take up to 48 hours to show online.  If it is not displayed, please check back after 24 hours to appeal or pay.***

Familiarize yourself with the parking regulations

Please read the following information before you file your appeal.

RESPONSIBILITY: The person driving the vehicle on campus is responsible for finding a legal parking space.  Lack of space is not a valid reason for violating parking regulations. 
Illegally parked vehicles are subject to a parking ticket and/or towing (at the owner's expense). 
Kent State University is not responsible for loss or damage to any vehicle or its contents while parked or moving on the campus.

  • The vehicles of all employees and students of the university must properly display parking permits obtained directly from Parking Services.
  • Ignorance of the parking regulations is not an excuse. The driver is responsible for knowing the regulations which are available at Parking Services or online.
  • A parking permit is not a guarantee of a parking space close to your building. The driver is responsible for finding an authorized parking space.
  • The registered permit holder is responsible for any ticket issued to any vehicle upon which their permit is displayed.
  • First offense tickets are not automatically voided. All circumstances are taken into consideration.
  • Fire lane and handicap zone violations WILL NOT be voided!

Invalid Appeals: Parking Services strives to provide fair and consistent enforcement of the parking rules for everyone's benefit.  Occasionally, a ticket is issued in error. When this happens, the appeal process provides an opportunity to appeal the ticket.
 
Invalid Appeals include the following reasons:

  • “I didn't see the sign.”
  • “Others were parking there too.”
  • “I was late.”
  • “I could not find another parking space.”
  • “The meter expired before I got back”
  • "There was no sign that said I couldn't park there.”
  • “I only parked there for a few minutes. I had my flashers on.”
  • “I've always parked there and you never gave me a ticket before.”
  • “Other cars parked there and they didn't get a ticket.”
  • “I don't agree with the policy or regulation.”

ACCEPTABLE PARKING TICKET APPEAL:
Online Appeal (the preferred method).

Written appeal - obtain a form from Parking Services.
VERBAL APPEALS WILL NOT BE ACCEPTED

STEPS IN THE APPEAL PROCESS:

If an individual disputes the facts of a parking ticket, they must identify the specific issues in dispute and provide details that support the appeal. A parking enforcement supervisor will review the appeal.
Parking ticket appeals, with the ticket number listed, must be submitted online, postmarked, or delivered to the Parking Services office within 7 calendar days of the date the ticket was issued. A parking enforcement supervisor, or designee, will review the appeal, and issue a written decision not more than 30 calendar days following receipt of the ticket appeal.
The parking enforcement supervisor will send his/her decision by e-mail, campus mail, or US mail to the address provided on the appeal form (An e-mail address is preferred).
