Spring 2009: Elected Officials Academy: Managing Services
This academy combines a technical assistance program for government officials with a Graduate Seminar, Municipal Management and Administration. The guest speakers who provide a wealth of knowledge and experience in public service development and delivery.
The Service Development portion of the course examines the “big picture” and the many factors (legal, financial, intergovernmental relations, etc.) that influence service development. Center Releases Report Assessing of Water Pollution Control Progress in Ohio and WV      
The Center has completed work on a report assessing the implementation of Total Maximum Daily Loads (TMDLs), a key element of the federal Clean Water Act. The report concludes that progress is being made in implementing recommendations contained in TMDL reports for Ohio and West Virginia. An Annual Success
The Ohio and West Virginia Municipal Clerks Career Development Program continued its annual mission of providing professional and personal development for municipal clerks. The week-long program, which met at the Bertram Inn in Aurora, invited professionals from universities, public sector organizations, private consulting firms and law firms to provide instruction in their specialized areas of expertise. Mayors' Think Tank Statement Targets Term Limits, Amendments and Home Rule in Ohio
On Tuesday, September 9, 2008, the Northeast Ohio Mayor’s Think Tank and the Center for Public Administration and Public Policy released a report outlining the relationship between term limits, the over-use of constitutional amendments and the erosion of municipal home rule in Ohio. The participating mayors call for the elimination of term limits for statewide office holders and a Constitutional Convention to update the Ohio State Constitution for the 21st Century. Center Releases Study on Water Resource Management in NE Ohio
On Tuesday, July 1, 2008, the Center for Public Administration and Public Policy released a study suggesting that Northeast Ohio possesses extraordinary water resources that can provide a foundation for a prosperous future. However, the study also finds that current management practices do not optimize use of this valuable resource.

Ms. Holly Burnett Hanley of Youngstown State University and Dr. John Hoornbeek, the Center’s director, co-authored the report. The project was funded by the Northeast Ohio Research Consortium (NEORC), the research arm of the Ohio Urban University Program (UUP). Center to offer Ohio and West Virginia Municipal Clerks Career Development Program
On Monday October 20, 2008, the Center offered the Ohio and West Virginia Municipal Clerks Career Development Program. Municipal Clerks interested in professional and personal development and/or who wanted to qualify for status as a Certified Municipal Clerk (CMC) attended this annual program. The one-week training program consisted of a range of topics relevant to the work of municipal clerks in the states of Ohio and West Virginia. For Clerks who have successfully completed the three-year CMC requirements, the Center offered the Master Municipal Clerk (MMC) Academy. The MMC Academy is a two-day series of advanced sessions for experienced clerks.

Center Releases Study on Water Resource Management in NE Ohio
On Tuesday, July 1, 2008, the Center for Public Administration and Public Policy released a study suggesting that Northeast Ohio possesses extraordinary water resources that can provide a foundation for a prosperous future. However, the study also finds that current management practices do not optimize use of this valuable resource.

Over thirty Interviews conducted by Center staff and associates identified six areas of need and opportunity for improved water resource management in northeast Ohio: (1) improving protection and restoration of area waterways; (2) increasing access to water resources; (3) expanding water education; (4) investing in water resource management; (5) enabling more effective regional decision making, and; (6) strengthening planning and coordination processes across the region. Specific ideas for assistance, training, and research projects that can help address these needs are also offered.

The Ohio and West Virginia Municipal Clerks Program
On October 18, 2007, Dr. Holmes, Dr. Tinnin and the Center were recognized for their 25 years of service to the Ohio Municipal Clerk Association by Governor Ted Strickland.
