Dr. Pascarella’s 40 years experience in municipal government include serving as an assistant city manager, director of planning and community development, director of administration and other responsible positions in the urban and rural settings of Ohio and Illinois. Presently, he is Professor Emeritus at Hiram College and Director of Administration, City of Tallmadge, OH.

He has extensive consulting experience in labor relations, land use policy, and financial management.  Recent efforts include regionalization of dispatch services for police, fire, and EMS.  Dr. Pascarella is currently involved in a multi-community effort to address regional cooperation including purchasing, safety, park and recreation and other endeavors.

 

Dr. Pascarella holds a Doctorate of Business Administration (DBA) with a major in public administration and a minor in public finance.  He also holds a Master of Public Administration (MPA) and a Bachelor of Arts (BA) in Government Service. 

  

His publications include numerous professional articles, papers, and research efforts in the public sector.  He also has extensive work as expert witness in Ohio and Illinois.  His 30 years of teaching include areas such as land use policy, urban economics, public administration, etc.  He has taught at both Kent State University and Hiram College.
